The Planning Framework |

The Solent requires an effective framework of statutory and non-statutory plans, to help deliver the long-term aims and objectives which the Strategic Guidance embraces. The following different types of plan are relevant to the Solent:
Management Schemes for Special Areas of Conservation (SAC) and Special Protection Areas (SPA)
The European Habitats Directive requires a single scheme of management to be prepared for every SAC. Where the SPA and SAC overlap, the scheme will cover both designations. The drawing up of the management scheme is the responsibility of the relevant authorities - those organisations who have powers or functions which could impact on the marine environment within or adjacent to the SAC. It is expected to set the framework within which activities will be managed either voluntarily or through regulation, so as to achieve the statutory nature conservation objectives for the site. The position in the Solent is discussed within the chapter on Nature Conservation.
Other non-statutory plans
A range of other plans are relevant to the coastal zone, although they are not discussed in detail within this section. They include:
Many planning initiatives are already in place, or taking shape within the Solent, and the need for further activity requires careful evaluation. In order to deliver a long-term future for the Solent, which balances all the interests, it is important that the various plans and strategies produced are:
The remaining part of this section of the Guidance provides a resume of the plans which currently exist, and notes any possible gaps, with suggestions about whether and how they might be addressed. For convenience, the plans are discussed by geographical area. The main non-statutory plans are shown on the map at the start of this chapter.

Isle of Wight Unitary Development Plan (consultation draft published in 1996).
Local Environment Agency Plans
Isle of Wight Local Environment Agency Plan.
Estuary Management Plans and Coastal Zone Management Plans
Isle of Wight Coastal Zone Management Plan (published for the former South Wight Borough in 1994, it is intended to expand and update this plan to cover the whole Island coast, through the European LIFE Project);
Western Yar Estuary Management Plan;
Medina Estuary Management Plan;
Bembridge Harbour/Eastern Yar Management Plan (Possible Gap: some work towards a plan for the Eastern Yar has been instigated by the Isle of Wight AONB project).

Hampshire County Structure Plan (Current adopted plan runs to 2001. Revised plan for period up to 2011);
New Forest District Local Plan (Currently 3 adopted plans cover the District. Revised District-wide plans to 2001).

A Strategy for Hampshires Coast (Published by Hampshire County Council in 1991, the strategy sets out the Councils policies towards the coastal zone);
New Forest District Council Coastal Management Plan (this plan provides a framework for the District Councils main functions on the coast. Published 1997).

Southampton City Local Plan (Current adopted plan runs to 2001. A review is underway);
Eastleigh Borough Local Plan (Currently two adopted plans cover the District coastline. A Borough-wide Local Plan is expected to be adopted during 1997);
Fareham Borough Local Plan (Current adopted plan runs to 1996. Reviewed plan for period up to 2006 expected to be adopted 1998 -1999).

This strategy produced by Hampshire County Council and Fareham Borough Council, provides supplementary planning guidance for strategic open land between Warsash and Stubbington, and aims to assist environmental enhancement and land management within the area.
